The purpose of Executive Order No. 411 is to institutionalize the President Ramon Magsaysay Outstanding Filipino Worker Award to recognize highly skilled and successful Filipino workers nationwide, encouraging their invaluable contribution to national development.
The award was created by President Fidel V. Ramos through Executive Order No. 411 dated May 1, 1997.
There are two categories of the award: the Wage-Employed Category and the Self-Employed Category.
The Awards Committee is composed of the TESDA Director-General as Chairman, the Assistant Secretary of the Department of Labor and Employment, the Assistant Secretary of the Department of Interior and Local Government, a representative from the Galing Pinoy Foundation, and four private sector experts selected by the Awards Committee.
TESDA provides technical and secretariat support to the Awards Committee and is responsible for promoting quality technical education and skills development programs.
The Awards Committee shall initiate and coordinate activities for the awards' implementation, set guidelines and criteria for evaluation of nominees, report to the President on the awards' status, and undertake other tasks assigned by the President.
Funding for the implementation of the award is charged against the regular budget of TESDA and concerned agencies. TESDA may also engage in resource generation and mobilization activities allowed by law.
Executive Order No. 411 took effect immediately upon its signing on May 1, 1997.
Filipino workers recognized are those who are honest, hardworking, persevering, highly skilled, and successful in their respective fields.
The award is named after President Ramon Magsaysay in recognition of his advocacy for excellence, commitment, and hard work, serving as a model in government service.
