The main objective of the GEMP is to reduce the government's monthly consumption of electricity and petroleum products by at least ten percent (10%) through energy efficiency and conservation measures for a minimum period of three years starting January 2005.

All government entities are mandated to adopt and implement the GEMP, including the Department of Energy (DOE) and the Department of Budget and Management (DBM) which coordinate procurement guidelines and facilitate compliance.

Government entities must follow procurement guidelines instituted by the DBM and DOE, requiring the purchase of energy-efficient lighting and appliances based on DOE-certified energy efficiency ratings.

The order took effect immediately upon its adoption on October 25, 2004.
