A committee shall be appointed by the President to take charge of screening candidates for these annual awards.

For each kind of award, at least: (1) two medals for long, faithful, and efficient services; (2) one for extraordinary contribution to education irrespective of length of service; and (3) one for those who are not teachers/supervisors/administrators but made signal contributions to education.

Only one medal of each class may be awarded to any one individual.

If a recipient is additionally or subsequently cited, they may attach one gold star to the ribbon of the medal for each additional or subsequent citation.

Until Congress provides necessary funds, expenses needed to carry out the provisions may be taken from the discretionary fund of the Office of the President.

To show that the awards also serve to perpetuate their memory and honor their legacy: Rizal for higher education and Mabini for education and guidance during critical periods of Philippine history.
