The LTFRB Memorandum Circular No. 021-15 mandates the installation of GPS devices in all public utility bus (PUB) service units in the Philippines to regulate speeding, enhance road safety, and improve security and convenience for passengers and drivers, with penalties for non-compliance.

The Circular is issued pursuant to Section 5, paragraph (k) of Executive Order No. 202, empowering the LTFRB to formulate, promulgate, administer, implement, and enforce rules requiring public land transportation operators to equip vehicles with devices and procedures promoting safety, protection, comfort, and convenience.

To enhance PUB service through technology in line with modernization of public land transportation, and to promote road safety—particularly by addressing speeding-related accident severity.

All GPS devices must conform with the specifications in Memorandum Circular No. 2015-013, and the system must be able to send queries via SMS to the GPS device, receive responses (e.g., OK), and transmit data to the GPS logs server.

Operators shall only procure the GPS device from the Board’s accredited provider/s.

The operator/accredited provider brings the GPS device to the LTFRB for enrollment and registration: (1) procurement from accredited provider; (2) bring GPS device plus Certificate of Registration and Official Receipt of the vehicle; (3) LTFRB verifies unit authorization; (4) LTFRB encodes GPS device and vehicle information; (5) accredited provider installs under supervision of LTFRB personnel.

It should reply via SMS with the word “OK” (as stated in the text “aOKa”) and then start sending data to the GPS logs server using the given GPS ID and specified interval time.

The GPS provider shall provide a GPS sticker designed by the Board, to be pasted on the windshield of the bus.

A device that alarms when the bus exceeds the speed limit, or that reflects the actual speed of the bus during operations and other important details, as applicable.

Provincial buses: 80 kph. City buses: 60 kph, except inside expressways where the limit is 80 kph.

There is a speeding violation when two (2) consecutive readings reflect a speed over the defined speed limit.

Operators shall not allow the bus to be operated if they know or have a reasonable belief that the GPS device is not functioning or defective, except to bring the bus to a place where the device is to be repaired or replaced.

Inform the Board within 24 hours from the time of defect; repair or replace within 5 days; do not allow the unit to be operated during that period.

After the deadline, no unit shall be confirmed if it has not been installed with a GPS device.

The Board may conduct random inspections and testing of the accuracy of the installed GPS devices at its discretion, as circumstances warrant.

P5,000 per unit for non-installation in accordance with the schedule, plus an additional penalty of P1,000 per unit per month after a 30-day grace period, counted from the end of the compliance period.

1st offense: P5,000; 2nd offense: P10,000; 3rd and subsequent offenses: P15,000 and suspension of the CPC of the unit’s class for 30 days.

Each speed limit violation: P1,000 per unit basis. The operator must also submit a report on the action taken against any driver who has committed at least three (3) speed violations in a single trip.
