The building was designated under the powers vested by Republic Act No. 7916 (Special Economic Zone Act of 1995), as amended by Republic Act No. 8748.

Bounded on the Northeast by Calle Juan Luna, Southeast by Lots 5 and 6 of Block 2720, Southwest by Lot 14-B-7, and Northwest by Lot 14-B-4 of the subdivision plan.
