The Minimum Access Volume for agricultural products is governed under Republic Act No. 8178, also known as the Agricultural Tariffication Act, as amended by Republic Act No. 11203.

The spread of African Swine Fever resulting in reduced swine inventory and a pork shortage of around 388,790 metric tons triggered the proposed increase in MAV for pork meat to stabilize supply and prices.

The original MAV for pork meat in 2021 was 54,210 metric tons, which was increased to 254,210 metric tons by the Executive Order.

Any unavailable balance of the MAV at the end of 2021 shall not be carried over to the following year, 2022.

The President of the Philippines is authorized to propose revisions, modifications, or adjustments of the MAV to Congress in such cases.

Congress must act on the President’s proposal within fifteen (15) days from receipt; if Congress does not act within that period, the proposal is deemed approved.

The MAV Management Committee is directed to ensure fair and open allocation of volume importation to qualified importers of pork meat.

The allocation must be fair, open to all qualified importers, and comply with existing rules, regulations, and other pertinent laws.

The Order took effect immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
