Manuel L. Quezon's Executive Order No. 395 increases the Court of Appeals to 19 justices and commissions 14 judges for the Fourth Judicial District, granting judges appointed under Commonwealth Act No. 504 general jurisdiction across the Philippines.

Q&A (EXECUTIVE ORDER NO. 395)

The Court of Appeals shall consist of a Presiding Justice and eighteen Associate Justices.

The Court of Appeals may sit in such number or divisions as the Court may, by resolution, provide.

Fourteen judges are commissioned for the Fourth Judicial District.

They preside over the Court of First Instance of Manila and Palawan.

Three judges shall reside in and preside over the Court of First Instance of the Province of Rizal.

They belong to the First, Second, Third, Fourth, Fifth, Sixth, Seventh, Eighth, Ninth, Tenth, and Eleventh Branches, respectively.

They are granted general jurisdiction throughout the Philippines to try and determine all cases cognizable originally or on appeal by the Courts of First Instance.

The Executive Order was also signed by Jorge B. Vargas, Secretary to the President.
