The purpose is to increase the rates of Combat Duty Pay and Combat Incentive Pay of the Armed Forces of the Philippines and extend the same allowances to the uniformed personnel of the Philippine National Police, amending Executive Order No. 38 (s. 2011).

(a) The operation must be for a specific combat mission covered by an OPORD or FRAG-O for AFP or a Mission Order for PNP; (b) The personnel involved must be in the published task organization of the OPORD/FRAG-O or Mission Order; (c) The total Combat Incentive Pay shall not exceed Three Thousand Pesos (P3,000.00) per month per individual.
Yes, the Combat Incentive Pay is over and above the fixed Combat Duty Pay of P3,000.00 per month.
The initial funding requirement will be drawn from the Miscellaneous Personnel Benefits Fund.
The funding shall be included in the specific budgets of the AFP and PNP in the General Appropriations Act, based on the actual roster of personnel submitted to the Department of Budget and Management.
The other provisions not affected shall remain valid and subsisting according to the separability clause.
