Title
Increase Allowance for PMA and Air Force Cadets
Law
Executive Order No. 789
Decision Date
Mar 28, 1982
President Marcos increases the subsistence allowance of Philippine Military Academy and Philippine Air Force Flying School cadets to ensure they have enough food to meet their curriculum and training demands.

Questions (EXECUTIVE ORDER NO. 789)

To increase the subsistence allowance of cadets of the Philippine Military Academy (PMA) and the Philippine Air Force Flying School from Ten Pesos (₱10.00) a day to Fifteen Pesos (₱15.00) a day.

The recitals discuss subsistence allowance increases for AFP military personnel, uniformed members of the Integrated National Police, patients confined in AFP hospitals, and prisoners/detainees under PC/INP custody, pursuant to various earlier issuances.

Presidential Decree No. 561, dated September 23, 1974.

It increases the subsistence allowance from ₱10.00 to ₱15.00 per day.

That the ₱10.00 daily rate is no longer adequate to meet the quality and quantity of food needed by cadets to cope with the rigorous demands of their curriculum, training, and other activities.

Letter of Implementation No. 99, dated September 10, 1979, which authorized the President to approve changes in basic salary schedule, longevity pay schedule, quarters allowance, subsistence allowance, and clothing allowance of uninformed (uniformed) personnel of the AFP, upon recommendation by the Minister of National Defense and the Minister of the Budget.

That approval should be based on recommendation by the Minister of National Defense and the Minister of the Budget.

It shall take effect upon approval.

March 28, 1982, done in the City of Manila.

Ferdinand E. Marcos, President of the Philippines (signed); Juan C. Tuvera, Presidential Executive Assistant (signed “By the President”).

The President acts “by virtue of the powers vested… by law,” and specifically relies on Letter of Implementation No. 99 for allowance changes.

Cadets of the Philippine Military Academy (PMA) and cadets of the Philippine Air Force Flying School.

It notes that subsistence allowances of several categories of persons were already increased pursuant to earlier issuances, while cadets’ allowance remained unchanged.

It shows continuity and a legislative/administrative pattern of subsistence allowance adjustments, and helps establish context and justification for the new change.

It directs the increase of the allowance from ₱10.00 to ₱15.00 a day, effectively superseding the old rate for the covered cadets without necessarily reproducing or explicitly repealing the prior decree.

That cadets’ training and curriculum require adequate nutrition to meet rigorous physical and mental demands.

It demonstrates that the President’s power to adjust allowances is grounded in a specific prior authorization, conditioned on recommendations from designated officials.

Yes. The Executive Order expressly covers only cadets of the Philippine Military Academy and the Philippine Air Force Flying School.
