EO No. 86 amends EO No. 24 (s. 2017) by including the Bases Conversion and Development Authority (BCDA) as a Member of the Infrastructure Cluster.
EO No. 86 amends EO No. 24 (s. 2017), titled “Reorganizing the Cabinet Clusters System by Integrating Good Governance and Anti-Corruption in the Policy Frameworks of All the Clusters and Creating the Infrastructure Cluster and Participatory Governance Cluster.”
It creates the Infrastructure Cluster to focus on infrastructure development to realize the National Government’s 10-Point Socio-Economic Agenda and to enhance delivery of public infrastructure through efficient and transparent management of assets and a shift to service-oriented approaches with stakeholders as co-producers.
Under Republic Act (RA) No. 7227 (Bases Conversion and Development Act of 1992), as amended, BCDA is tasked to adopt, prepare, and implement a comprehensive and detailed development plan for converting the Clark and Subic military reservations into productive uses for economic and social development.
Its conversion mandate for Clark and Subic reservations and their extensions, and its public infrastructure projects such as tollway, railway, airport, seaport, and new economic growth corridor, as well as its role in the “Build, Build, Build” program.
Section 17, Article VII of the 1987 Constitution is cited, which vests in the President the power of control over all executive departments, bureaus, and offices and the duty to ensure faithful execution of the laws.
It states that BCDA shall be under the direct control and supervision of the Office of the President for purposes of policy direction and coordination.

All other issuances, orders, rules, regulations, or parts thereof inconsistent with EO No. 86 are repealed or modified accordingly.
If any provision of EO No. 86 is declared invalid or unconstitutional, the remaining provisions not affected remain valid and subsisting.
Immediately upon its publication in the Official Gazette or a newspaper of general circulation.
It updates the prior executive issuance by changing the specified provision (composition of the Infrastructure Cluster), while leaving all other unamended provisions of EO No. 24 intact.
