An executive order is issued to implement an Enhanced Community Quarantine in high-risk areas of the Philippines and a General Community Quarantine in the rest of the country, in response to the COVID-19 pandemic, with the aim of protecting and promoting the right to health of the people and preventing the overburdening of the healthcare system.

ECQ and GCQ are imposed from 12:01 a.m. of 01 May 2020 to 11:59 p.m. of 15 May 2020.

ECQ applies to: (a) National Capital Region; (b) Region III (Central Luzon), except Aurora Province; (c) Region IV-A (CALABARZON); (d) Benguet Province; (e) Pangasinan Province; (f) Iloilo Province; (g) Cebu Province; (h) Bacolod City; and (i) Davao City.

GCQ is imposed in all other areas of Luzon, Visayas, and Mindanao not listed under ECQ, subject to minimum health standards being achieved and continuously observed.

Any existing community quarantine imposed by an LGU shall cease to take effect at 12:01 a.m. of 01 May 2020 and is superseded by the ECQ or GCQ set forth in the Order.

The IATF may lift the GCQ in low-risk areas after 15 May 2020 provided there is no deterioration in their risk level.

Beginning 16 May 2020, decisions to impose, lift, or extend a community quarantine in provinces, HUCs, and ICCs rest with the IATF.

Provincial governors may impose, lift, or extend ECQ in component cities (CCs) and municipalities upon the concurrence of the relevant regional counterpart body of the IATF.

Mayors of cities and municipalities are authorized to impose, lift, or extend ECQ in barangays upon concurrence of the relevant regional counterpart body of the IATF.

No. EO No. 112 states that this is without prejudice to the authority of the IATF to directly impose, lift, or extend ECQ should circumstances call for it.

No LGU shall declare its own community quarantine, regardless of nomenclature, without observing the procedure/authority structure stated in the Order.

All departments, agencies, GOCCs, government financial institutions, and LGUs are directed to render full assistance and cooperation and mobilize necessary resources for implementation.

It states that if any part is held unconstitutional or invalid, the remaining provisions not affected remain in full force and effect—important for preserving the rest of the Order if a portion is struck down.

It repeals, amends, or modifies all orders, rules, regulations, issuances, or parts thereof that are inconsistent with EO No. 112.
