Its purpose is to amend EO 254-A by specifying/redirecting how the funds released from the net government share from Service Contract No. 38 will be used as assistance to the Province of Palawan.
EO 405 references EO 254 (Dec. 8, 2003) which authorized the initial release of funds as assistance to Palawan, and EO 254-A (Mar. 3, 2004) which authorized a further release for additional facilities/land and airport-related development, among others.
EO 405 amends Section 2(g) and Section 2(i) of EO 254-A, series of 2004.
The Provincial Health Office is designated as the beneficiary for the P10,000,000.00 allocation.
Because Ospital ng Palawan has been nationalized and placed under the supervision of the Department of Health, while the Provincial Health Office would be better positioned to benefit and to acquire medical equipment.

It is for the concreting and installation of a drainage system of the Poblacion to Lio Airport road in the Municipality of El Nido.
It states that the funds allocated for land acquisition and development of the El Nido Municipal Airport would not be sufficient, and that concreting and installing drainage for the Poblacion to Lio Airport road is more feasible to facilitate travel to existing infrastructure in El Nido.
It indicates that the President may, upon request of a local government unit, direct an appropriate national agency to provide financial, technical, or other forms of assistance to the local government unit at no extra cost to it.
The EO states the President may act upon request of the local government unit concerned; thus, the assistance is presumed to stem from such a request.
It repeals or modifies all Executive Orders and other issuances or parts thereof inconsistent with EO 405.
It becomes effective after publication in at least two (2) newspapers of general circulation.
