The National Academy of Sports System is established to provide full scholarship secondary education integrated with a special sports curriculum, aimed at developing world-class athletes in state-of-the-art facilities, while promoting inclusivity for marginalized sectors and indigenous peoples.

Questions (IRR Republic Act No. 11470)

The IRR is titled “Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 11470, otherwise known as The National Academy of Sports.” It covers the creation, operation, management, and administration of the NAS System, including the main campus in New Clark City, satellite branches/regional campuses, and extension campuses under MOAs.

The NAS System is a unified system of governance and management that includes the main campus, future satellite branches, regional nationally-funded high schools for sports, extension campuses, and certain locally funded sports high schools integrated through MOAs. The main campus is to be established at the existing New Clark City Sports Complex, Capas, Tarlac.

It declares the State’s policy to protect and promote quality education, make education accessible, and support youth well-being. It also institutionalizes a sports-based education system under the national sustainable sports program, ensuring admission measures for qualified students including IPs, persons with disabilities, and other marginalized groups.

It refers to basic disadvantaged/vulnerable persons largely living in poverty with limited access to resources and services, including those identified under RA 9710 (Magna Carta of Women) and RA 8425 (Social Reform and Poverty Alleviation Act), such as farmer-peasant, artisanal fisherfolk, informal sector workers, IPs/cultural communities, differently-abled persons, victims of calamities/disasters, urban poor, plus certain minimum wage earners and self-employed/family workshop workers and foreign domestic migrant workers.

It is the capability of a student who meets the qualification standards set by the BOT for admission.

Among others: offer secondary education on full scholarship to natural-born Filipinos with sports potential; design a special sports curriculum; integrate governance/management across campuses; ensure uniform quality; provide holistic education for scholars; develop world-class training facilities; expand the system via sports academies/integration; and search for talented scholars.

After up to one (1) year planning from the Act’s effectivity, the main campus will be established at New Clark City Sports Complex, Capas, Tarlac. BCDA provides the land via usufruct in perpetuity and is in charge of construction of classrooms, dormitories, and sports facilities, while NAS System manages/operates/maintains the campus.

The BOT includes: DepEd Secretary (Chair); PSC Chair (Vice-Chair); Executive Director (member); POC President (member); CHED Chair (member); and two private sector representatives (members).

They must be experts in sports, education, or both. They are elected by the BOT, appointed for a two (2) year term renewable for another two (2) years, without reappointment.

The BOT approves curricula and rules of discipline; establishes student selection/admission criteria (including trials/exams); and approves scholarships/stipends and other allowances based on the Act and IRR guidelines.

A majority of all members holding office at the time of the meeting constitutes quorum, but the Chairperson and Vice-Chairperson must be present. In the absence of the Chairperson, an Undersecretary of DepEd designated by the Chairperson sits as alternate. Special meeting notice must be at least three (3) calendar days prior.

The BOT may approve hiring of licensed foreign coaches/trainers/consultants, but PSC must certify necessity, including justification that the competence/skills are not locally available or are incomparable with local counterparts. The BOT must also ensure knowledge transfer to student-athletes and local staff.

Preferably a Master’s degree in relevant fields (sports education/science, education, management, etc.) plus at least 7 years in educational administration/management, 7 years teaching in PE or sports, and 5 years sports/health management, policy formulation, or program/project development.

A Search Committee (composition determined by BOT) is created to assist the BOT. It calls for applications upon vacancy, screens candidates (paper screening/interviews/other processes), drafts evaluation criteria for BOT approval, assesses mental/physical fitness, presents results and shortlisted candidates (and may recommend interviews), and BOT elects the Executive Director from the shortlist.

The Executive Committee includes the Executive Director (Chair), Deputy Executive Director (Vice-Chair), heads of departments, and other ranking faculty/officials as determined by BOT. It screens/selects students for admission and scholarship recipients, develops curricula/rules of discipline, and executes BOT policies, including training programs to develop athletes for international competition.

A campus is headed by a Campus Director with a rank equivalent to an DepEd Schools Division Superintendent. The Chairperson of the BOT appoints upon Executive Director recommendation and BOT approval. Requirements include a Master’s degree (preferably educational administration/sports/health management), 3 years educational management experience, CESE/CSEE eligibility, and 120 hours relevant training.

The BOT determines benefits such as free accommodation in dormitories, supervised food, stipends, free use of sports facilities for training (with BCDA priority), free training and competition uniforms, sports equipment, and health/emergency/rehabilitation support (e.g., insurance and clinics).

Payment of national taxes/collateral customs duties is charged to the Tax Expenditures Fund (TEF). NAS is exempt from withholding taxes on honoraria/fees paid to visiting foreign lecturers/professors subject to tax treaties. Donations/grants/legacies/bequests for NAS or students are tax-exempt and fully deductible under the NIRC.
