The short title is the "Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 11470, otherwise known as The National Academy of Sports."
The NAS System includes the main campus in New Clark City, all future satellite branches, regional nationally-funded high schools for sports, extension campuses, and existing locally funded sports high schools pursuant to agreements with the main campus or LGUs as provided under Section 19 of the Act.
The State shall protect and promote the right to quality education; promote the well-being of the youth; establish a national sports program fostering physical education, sports development, discipline, patriotism, and world-class athlete training; and ensure admission measures inclusive of marginalized groups.

The BOT is composed of the Secretary of the Department of Education (Chairperson), Chairperson of the Philippine Sports Commission (Vice Chairperson), Executive Director of NAS, President of the Philippine Olympic Committee, Chairperson of CHED, and two private sector representatives who are experts in sports or education.
The purposes include offering full scholarship secondary education to natural-born Filipinos with sports potential; designing special sports curriculum; ensuring uniform quality and management across campuses; providing holistic education and world-class facilities; expanding the system; and searching for talented scholars.

The BCDA provides the land by usufruct in perpetuity, is in charge of construction of classrooms, dormitories, sports facilities, and related amenities as determined by BOT for the NAS main campus.
Must hold at least a Master's degree in sports education, sports science, education, management, or related fields; have at least 7 years of administration and management experience in education; 7 years teaching experience in PE or sports; and 5 years in sports/health management, policy formulation, or program development.
BOT shall convene at least once every quarter of the NAS school calendar. A quorum requires a majority of all members holding office, including the Chairperson and Vice-Chairperson present.
Free accommodation in dormitories; provision of food supervised by a nutritionist; stipends; free use of sports facilities; free training and competition uniforms; sports equipment; and health, emergency, and rehabilitation support systems.
Qualified students who are natural-born Filipino citizens with considerable potential in sports from all sectors, including indigenous peoples, persons with disabilities, and marginalized groups.
The BOT can approve hiring licensed foreign coaches, trainers, and consultants upon PSC certification of necessity, ensuring their knowledge and methods will be passed to local staff; qualifications and compensation are set by the BOT in coordination with PSC and POC.
Administer and operate day-to-day functions of NAS; implement BOT policies; coordinate all campuses; recommend policies; and sit as member and articulate campus concerns in BOT meetings.
The Executive Committee with BOT approval develops admission procedures including qualification standards, requirements, disqualifications, and the execution of an admission contract binding the scholar to their obligations.
