The rules and regulations shall be known as the "Rules and Regulations Implementing the DA Administrative Order No. 11, series of 2007 on the Provision of Extension Grants."

The objective of providing extension grants is to encourage the participation of accredited private Extension Service Providers for a more comprehensive training and complementary extension services aimed at achieving a modern Philippine Agriculture.

An extension grant is defined as funds or subsidy provided to an accredited private extension service provider for an approved extension project.

Extension covers training services, farm or business advisory services, demonstration services, and information, education and communication support services through tri media.

Accredited organizations which undertake, on behalf of the Department of Agriculture, training and complementary extension activities for designated or identified target clientele.

The major categories include Training, Techno-demo, Production/Development of IEC materials, and Farm and Business Advisory services.

They must address the Department of Agriculture's programs on food security, global competitiveness, sustainable growth, poverty alleviation, and improved quality of life; be consistent with the DA's pillar program on technology and extension; and respond to the extension needs of the region, specifically in agriculture and fisheries.

Proposals must be submitted to the nearest ATI-RTC or directly to the ATI Director, with an initial review by ATI-RTC. Proposals must be submitted in both hard and electronic copies and only those from duly accredited private ESPs will be considered.

The grant is released in tranches: 50% upon signing the MOA, 30% after the conduct of the extension activity, and 20% upon submission of the activity completion report and compliance with MOA post-activity requirements.

The ATI and the accredited ESP shall have joint ownership of knowledge products produced.

The ATI reserves the right to visit the project venue or ongoing activity at any time within the project implementation period.

Amendments can be made upon recommendation by the Director of ATI, subject to the approval of the DA Secretary.
