The IRR is titled “Implementing Rules and Regulations of Republic Act No. 11713” and applies to teachers and school leaders in all public and private basic education institutions, and to all public and private Teacher Education Institutions (TEIs).
“Council” refers to the Teacher Education Council institutionalized in the Act, which leads the implementation through policies, standards, design, monitoring, and evaluation under the IRR.
Professional Standards must be ensured by the Council through rigorous reviews after five (5) years from the effectivity of the Act and every five (5) years thereafter, or within a shorter period if needed by the Council.
Teacher Education-COEs are public or private institutions/centers meeting COE criteria engaged in formal and nonformal pre-service and continuing teacher education with an excellent track record. They serve as training hubs and resource centers, support quality improvement, research, extension, and networking with basic education laboratory schools.
Examples include: (1) qualified and experienced faculty with integrity and best practices; (2) well-selected students with talent for teaching; (3) adequate library/research/study facilities; (4) innovative and relevant curriculum/instruction/mentoring/research; (5) adequate student services; (6) relevant extension and linkages; (7) licensure exam passing and career-in-teaching outcomes; among others.
Every three (3) years.
They conduct innovative pre-service and in-service teacher education/recognized training (including alternative delivery), coordinate collaborative research for teacher education improvement, serve as a resource center for curricular/instructional materials, and act as a networking learning hub in the region, among others.
The Council has nine (9) members and is attached to DepEd solely for budgetary coordination and related purposes. Ex officio members are: (1) DepEd Secretary (Chairperson); (2) CHED Chairperson (Vice-Chairperson); (3) TESDA Director-General; (4) NCCA Executive Director; and (5) PRC Chairperson.
Regular members serve three (3) years and may be reappointed once for another three (3) years. The Council meets at least four (4) times a year, with additional meetings as called by the Chairperson or by a majority.
It serves as the advisor to provide research-based, strategic, and innovative recommendations and technical support on teacher education, including high-impact applied research and evidence-based policy advice and technical assistance.
Under Section 8.6, the Council mandates basic requirements for teacher education programs, quality assure compliance, and formulates requirements for national screening. Under Section 8.11, it ensures transparency in licensure exams, including PRC release of the most recent licensure exam questions and answers, item analysis and test statistics to the Council, and use of results for policy formulation and feedback mechanisms.
TEIs must train pre-service teachers on Professional Standards before graduating.
It may include free tuition and other school fees; allowance for books/supplies/materials; research support; clothing/uniform; dormitory/boarding; transportation; thesis/dissertation/project allowance; research publication fee (if applicable); licensure review fees; licensure fees; and other education-related miscellaneous subsistence/living allowances.
TESP is implemented by the UniFAST Board. Financial assistance is tied to study in Teacher Education-COEs designated for CHED supervision, monitoring, and regulation.
It attracts top-caliber students to teaching and creates/implements a scholarship program. Functions include: developing an annual plan with teacher demand analysis and recruitment campaign; establishing a partnership career talk program; providing screening guidelines for mentors; developing and conducting an annual competitive examination and qualification standards; and monitoring that scholars enroll only in designated COEs.
The Executive Director is appointed by the Council Chairperson upon concurrence of members, has a fixed five (5)-year term (not eligible for reappointment) and must be a teacher engaged in practice for at least ten (10) years, with at least a master’s degree in education or related field, and with contributions to improving teacher quality/teacher education; and has the rank/privileges/emoluments of Executive Director V.
