The Council formulates roadmaps for teacher education, strengthens links between pre-service and in-service programs, sets requirements for teacher education programs, designates Teacher Education-COEs, upholds professional standards, manages incentives including scholarships, monitors licensure exams, reviews policies, and coordinates with agencies.

The Council is composed of nine members: five ex officio members—the Secretary of DepEd (Chairperson), CHED Chairperson (Vice-Chairperson), TESDA Director-General, NCCA Executive Director, and PRC Chairperson—and four regular members appointed by the President representing teachers, deans, private basic education organizations, and school leaders.

TESP is a scholarship program for deserving graduates and tertiary students pursuing teacher education in Teacher Education-COEs. It covers tuition, allowances, and other education-related expenses and is implemented by the UniFAST Board.

NEAP provides professional development for in-service teachers and school leaders, designs training programs, monitors other training providers, conducts research, ensures access to development programs, grants scholarships, coordinates with PRC for recognition, and manages its own funds for these purposes.

PRC administers the licensure examinations for teachers, provides examination data and results to the Council for policy and research, and cooperates to ensure transparency and improvement of teacher qualification processes.

The JCOC consists of five members from each the Senate and the House, chaired by the Committees on Basic Education. It oversees, monitors, and evaluates the implementation of the Excellence in Teacher Education Act.
