Section 1, Rule I provides that the Governing Board, in consultation with the Commission on Higher Education (CHED), shall formulate the rules and regulations pursuant to Section 22 of RA No. 11695.

Rule VII, Section 1 explains they are chosen from at least five persons in the Province of Tarlac recommended by a search committee constituted by the TSU President in consultation with CHED Chair/GB members; the GB appoints them and they serve for a term of two (2) years.

Rule VIII, Section 3 requires quorum as a majority of all GB members holding office at the time of the meeting, and the CHED Chair or the University President must be among those present.

Rule VIII, Section 4 provides that the CHED Chairperson presides over regular and special meetings, but the CHED Chairperson may designate a CHED Commissioner as regular chair; if absent, the CHED Chairperson may designate another CHED Commissioner as representative—then the TSU President presides during the meeting.

Rule VIII, Section 6 states GB members shall not receive salary but may be reimbursed for actual and necessary expenses. Rule VIII, Section 7 also allows reasonable honorarium for GB members subject to DBM guidelines and accounting/auditing rules.

Rule VIII, Section 8 allows urgent resolutions to be approved through referendum upon request by the University President or any GB member, signed by an affirmative majority of the GB, and the President must sign it before routing to the GB Chairperson; the resolution has the same legal effect as an approved resolution.

Rule VII, Section 2(e) states the GB may fix and adjust tuition fees and charges after consultation; the fees and charges, including government subsidies and other university income, constitute a special trust fund deposited in an authorized government depository bank, with interest forming part of the same fund.

Rule IX, Section 1 vests administration and corporate powers exclusively in the GB, while Rule IX, Section 2 states the President manages day-to-day operations and supervises implementation of GB policies, guidelines, and programs, including academic targets.

Rule X, Section 4 requires: age not less than 35 and not beyond mandatory retirement age; Filipino citizen; holder of earned doctorate; proven SUC/LUC administrative track record for at least five years or high-level management executive/admin experience; and no conviction for moral turpitude crimes (or other disqualifications), with stricter disqualification standards for applicants seeking a second term.

Rule X, Section 5 requires an application letter, detailed CV (signed under oath), CTCs of documents supporting CV data, proposed vision/mission/development goals, and clearances/certificates (Sandiganbayan, CSC, NBI, MTC/RTC, Ombudsman for government employees, current employer institution, NSO-authenticated birth certificate, and medical certificate and neuro-psychiatric exam from CHED-recognized accredited institutions, among others).
