The title of the Act is "AN ACT SEPARATING THE LIBUDON NATIONAL HIGH SCHOOL - SANGHAY, MATI CITY, PROVINCE OF DAVAO ORIENTAL FROM THE LIBUDON NATIONAL HIGH SCHOOL, CONVERTING IT INTO AN INDEPENDENT NATIONAL HIGH SCHOOL, AND APPROPRIATING FUNDS THEREFOR," also known as Republic Act No. 11657.

The primary purpose is to provide rules and regulations that apply to the administration, organization, and operational procedures of Sanghay National High School (SNHS) as an independent national high school offering complete secondary education.

All personnel, assets, liabilities, and records of the Libudon National High School - Sanghay Extension are transferred to and absorbed by Sanghay National High School (SNHS).

A Learning Facilitator is defined under Section 3(i) of RA 9155 as the key learning support person responsible for supervising or facilitating the learning process and activities of learners.

The IRR aligns with Article XIV of the 1987 Constitution, RA 9155 (Governance of Basic Education Act of 2001), RA 10533 (Enhanced Basic Education Act of 2013), and other related education laws.

The school head is both an instructional leader and administrative manager responsible for setting the school’s mission and vision, creating a conducive environment for learning, implementing the curriculum, managing personnel and resources, encouraging staff development, establishing community networks, accepting donations, and performing other assigned functions.

The school head shall be appointed and compensated in accordance with RA 9155, Civil Service laws, and other applicable laws, rules, and regulations.

DepEd shall immediately include SNHS in its program of expenditures, ensuring funding for basic education inputs and integrating SNHS into its Enhanced Basic Education Information System (EBEIS), Learner Information System (LIS), and other management information systems.

Recruitment and deployment of personnel shall follow existing DepEd guidelines and standards for authorized manpower and staffing complements, as well as standards set by the Department of Budget and Management (DBM), Civil Service Commission (CSC), and other relevant agencies.

The IRR shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation and shall be registered with the Office of the National Administrative Register (ONAR).
