The Implementing Rules and Regulations (IRR) of Republic Act No. 11625 separate the Sibuco National High School-Lunday Annex and convert it into an independent national high school known as Lunday National High School, with the Department of Education providing the necessary resources and personnel for its operation.

The IRR is issued pursuant to Section 4 of Republic Act No. 11625, titled “An Act separating the Sibuco National High School - Lunday Annex… converting it into an independent national high school… and appropriating funds therefor,” approved on December 10, 2021.

It is the “Implementing Rules and Regulations of Republic Act No. 11625” to implement the separation and conversion of the Sibuco National High School - Lunday Annex into an independent national high school known as Lunday National High School (LNHS).

It is separated from Sibuco National High School and converted into an independent national high school to be known as Lunday National High School.

All personnel, assets, liabilities, and records of the Sibuco National High School - Lunday Annex are transferred to and absorbed by LNHS.

It cites the State’s mandate under Article XIV of the 1987 Constitution, and aligns with RA 9155 (Governance of Basic Education Act of 2001) and RA 10533 (Enhanced Basic Education Act of 2013).

DepEd must immediately include LNHS in its program of expenditures, provide basic education inputs meeting minimum service standards, and include LNHS in DepEd’s Enhanced Basic Education Information System (EBEIS), Learner Information System (LIS), and other management information systems.

Adequate instructional rooms such as academic classrooms, computer room, science laboratory and workshop room; and ancillary facilities like multi-purpose rooms, library, and clinic, plus other needed instructional materials/tools/equipment/furniture and water and sanitation facilities.

The School Head is appointed and compensated under RA 9155 and Civil Service laws; functions as both an instructional leader and administrative manager, leading teaching/learning through a team with teachers/learning facilitators and managing non-teaching staff for administrative, fiscal, and auxiliary services.

Examples include: (1) setting mission/vision/goals/objectives; (2) creating an environment conducive to teaching and learning; (3) implementing the curriculum and being accountable for learning outcomes; (4) developing the school education program and school improvement plan; (5) administering/managing personnel, physical and fiscal resources; (6) recommending staffing complement; (7) encouraging staff development; (8) establishing school-community networks; (9) accepting donations subject to reporting; and performing other assigned functions.

DepEd shall create the items and recruit/deploy the necessary teaching and non-teaching personnel in LNHS consistent with existing DepEd guidelines on authorized manpower and staffing complements, including hiring of teachers and LSAs, and standards from DBM, CSC, and other relevant agencies.

LNHS shall implement the basic education curriculum formulated and designed by DepEd, consistent with the standards and principles under Section 10, Rule II of the IRR of RA 10533, and other pertinent DepEd issuances.

The DepEd Division Office of Zamboanga del Norte, with monitoring and reporting also involving concerned DepEd division and regional offices.

The Secretary of Education must immediately include the operationalization of LNHS; initial funding is charged against the current year’s appropriation of the Sibuco National High School - Lunday Annex. Thereafter, subsequent funding is included in the annual General Appropriations Act.

If any clause/sentence/paragraph/part is declared unconstitutional, the validity of the remaining provisions stays in full force and effect.

Amendments shall be promulgated by the Secretary of DepEd, and to the extent applicable, in consultation with LNHS.

It takes effect fifteen (15) days after publication in the Official Gazette or in a newspaper of general circulation, and it must be registered with the Office of the National Administrative Register (ONAR) at the UP Law Center, UP Diliman, Quezon City.
