The title of the law is 'AN ACT CONVERTING THE CALABANGA NATIONAL HIGH SCHOOL IN THE MUNICIPALITY OF CALABANGA, PROVINCE OF CAMARINES SUR INTO A NATIONAL SCIENCE HIGH SCHOOL TO BE KNOWN AS CALABANGA NATIONAL SCIENCE HIGH SCHOOL AND APPROPRIATING FUNDS THEREFOR' or Republic Act No. 10238.
The main purpose is to offer a complete secondary education program with an enriched science and math curriculum focusing on learners with interest and aptitude in Science, Technology, Engineering and Mathematics (STEM).
The Department of Education (DepEd) is responsible for implementing the provisions of RA 10238.
The mandates include developing learners with STEM aptitude, adhering to DepEd policies, formulating a School Improvement Plan, engaging stakeholders in school policies, and establishing external partnerships to support the school’s goals.
The School Improvement Plan (SIP) is a roadmap that lays down specific interventions a school will undertake within three consecutive school years to improve teaching and learning outcomes, developed with the help of the community and stakeholders based on an honest assessment of the school’s conditions.
CNSHS will adopt the K to 12 Basic Education Curriculum using learning standards of different learning areas and implement the existing curriculum for Special Science Class and other special programs as formulated by DepEd.
Appointments and compensations shall be in accordance with RA 9155, Civil Service laws, and other applicable laws, rules, and regulations.
The school head acts as both instructional leader and administrative manager, sets the vision and goals, implements curriculum, manages resources, recommends staffing, supports staff development, and establishes community networks.
All personnel, assets, liabilities, and records of Calabanga National High School are transferred to and absorbed by CNSHS.
The school head must disclose the school performance yearly through the School Report Card (SRC), which includes physical and financial aspects and is published for stakeholders and posted on the school’s website.
The DepEd Division Office of Camarines Sur, in coordination with DepEd Regional Office V, monitors, evaluates, and reports the performance of CNSHS and provides technical assistance.
Initial funding shall be charged against the current year’s appropriations of the former Calabanga National High School, and subsequent funding for operations will be included in the annual General Appropriations Act.
Amendments to the IRR shall be promulgated by the Secretary of Education, and where applicable, in consultation with CNSHS.
The invalidity or unconstitutionality of one provision shall not affect the validity and effectivity of the other provisions (separability clause).
The IRR shall take effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation and will be registered with the Office of the National Administrative Register.
