LGUs must establish the PDAO or designate a Focal Person, pass an ordinance defining the PDAO’s structure and budget, allocate necessary funds, and ensure compliance with RA No. 10070 and its IRR.

The general assembly ensures the participation of persons with disabilities in nominating candidates for the head of PDAO position, promoting transparency and representation in the recruitment process.

The DILG shall provide an annual report on the number of provinces, cities, and municipalities compliant with the law.

RA No. 7277 is the Magna Carta for Disabled Persons, which RA No. 10070 amends to establish mechanisms ensuring implementation of programs and services for persons with disabilities at the local level.

Funding comes from national government agencies’ budgets, a portion from the 5% Gender and Development budget, Internal Revenue Allotment for LGUs, and donations.
