The IRR declares that the State recognizes the vital role of the youth in nation building and shall protect their physical, moral, spiritual, intellectual, and social well-being and inculcate patriotism while encouraging their active participation in public and civic affairs (citing Article II, Sec. 13 of the 1987 Constitution).
The first synchronized barangay and SK elections are to be held on June 2, 2002. Subsequent synchronized elections are to be held on the Monday of October 2007 and every three (3) years thereafter.
SK positions remain vacant until the new set of officials have been duly elected and qualified; no appointment is allowed to the vacated SK positions.
Ten percent (10%) of the barangay’s general fund allocated for the SK shall be used by the Sangguniang Barangay solely for youth development programs or projects until the new SK officials are duly elected and qualified.
The IRR lists youth development programs and projects such as capacity-building (leadership training/youth camp, employability skills training, value formation/citizenship/nation-building seminars, voter’s registration seminar/first time voter seminar), health services and adolescent reproductive health programs, out-of-school youth programs, socio-cultural and sports development, climate change adaptation and DRRM-related activities, and other similar youth-related development programs and projects.
Ten percent (10%) but not less than Ten Thousand Pesos (₱10,000) shall be reserved in the event the election will be conducted.
The Youth Development Plan and Budget and the report on disbursement/expenses must be posted on the bulletin board in the barangay hall, in three (3) conspicuous places or public places in the barangay, and on the official barangay website (if available).
The annual report of the utilization of FY 2015 SK Funds must be submitted not later than January 31, 2016 to the DILG, with a copy furnished to the National Youth Commission (NYC).
The Sangguniang Barangay member elected as chairperson of the Committee on Women and Family shall also be the chairperson of the Committee on Youth and Sports Development.
The Sangguniang Barangay shall elect from among its members the chair and members of the Youth and Sports Development committee. The elected chairperson heads the Task Force on Youth Development and is tasked with ensuring conformity with Rule 4, overseeing/monitoring implementation, and preparing reports on SK fund utilization.
It is composed of the Chairperson of the Youth and Sports Development Committee and eight (8) members coming from the list of nominees of the Katipunan ng Kabataan and other organizations operating within the barangay.
They must be at least 15 to 17 years old on the date of designation, have good moral character, be residents of the barangay for at least six (6) months on the date of designation, and must not be related within the third (3rd) civil degree of consanguinity and affinity to the Punong Barangay and the Chairperson of the Youth and Sports Development Committee.
Nominees’ names must be posted for five (5) consecutive days in the barangay hall bulletin board with notice of the hearing’s date, place, and time. The committee then holds a hearing to determine capability and qualifications. After the hearing, it recommends the designation of eight (8) members from the nominees, aiming for representativeness of existing barangay sectors.
If qualified nominees are insufficient (less than eight), additional nominees shall be submitted and undergo the same posting and hearing requirements. If there are still no qualified nominees, the number of youth members is reduced accordingly, but it may not be less than four (4) youth members.
They remain in office until such time that the SK officials have been duly elected and qualified.
The Task Force formulates a one-fiscal-year Youth Development Plan (YDP) with programs, activities, and budget; submits it to the Punong Barangay; the Punong Barangay reviews it for inclusion in the over-all Barangay Development Plan; the Punong Barangay may suggest adjustments; and the Sangguniang Barangay enacts an appropriate budget ordinance and submits it to the Sangguniang Panlungsod/Bayan for review.
After the Sangguniang Barangay approves the barangay budget, the Task Force may access funds for planned projects and activities. It must prepare individual activity designs for each project/activity, signed by all members of the Task Force, detailing processes and indicating funds to be used, and submit these designs to the Punong Barangay.
Separability: if any provision is declared invalid or unconstitutional, the rest remain effective. Repealing: inconsistent rules and regulations are repealed/amended/modified. Effectivity: the rules take effect immediately upon approval.
