They apply to all ports and airports operating within the Philippines and also apply to all vessels and aircraft entering those ports and airports.
No establishment covered by the rules may be operated for public patronage without a sanitary permit; operation without it is prohibited.
Any extension, additional construction, or alteration in the establishment requires a new sanitary permit before it can be operated.
It must be filed with the city/municipal health office having jurisdiction. The permit is issued only upon compliance to at least a satisfactory rating using the sanitary inspection form (EHS Form No. 103-B).
Valid from the day of issuance until the last day of December of the same year, unless revoked. It is renewed at the beginning of each year thereafter.
No person may operate or be employed without securing a health certificate (EHS Form No. 102-B) issued by the city/municipal health officer or quarantine medical officer in designated ports/airports. It must be renewed at least every year, must be updated, non-transferable, and must be available for inspection at all times.
Examples include: wearing clean appropriate working garments; washing hands with soap and water before/after work and after toilet/coughing/sneezing; no smoking; no drinking of alcoholic beverages; no spitting or blowing of nose; no littering; and other practices called for by the nature of the work.
Operators/managers must provide necessary PPE and ensure it is used by personnel in accordance with Chapter VIIa (Industrial Hygiene) of P.D. 856 and related occupational safety and health standards.
A minimum of forty (40) liters of water per capita per day must be maintained.
Water supply sources must have a certificate of potability issued by the Secretary of Health or duly authorized representative.
At least 1:100 passengers or customers during peak hour of operation.
They must never be located inside the toilet.
Sewage from the plumbing system must connect to a public sewerage system; if not available, it must go to an imhoff or septic tank or other waste water treatment facility and subsurface absorption field.
They must maintain a vermin abatement program; screen openings to outdoor space (unless air-conditioned); rat-proof below-grade openings and exterior wall openings; control growth of bush/weeds/grass to prevent harborage; and maintain a protective area of at least 400 meters from the perimeter free from vermin.
Potable water storage tanks must be watertight and independent of the hull; drain lines from non-potable sources must not pass through the tank unless an acceptable tunnel is provided; tank openings must be securely capped; the tank must be clearly marked “FOR DRINKING WATER ONLY”; and drains must discharge into the interior of the vessel. Additionally, soil/waste/vent/drain pipes shall not pass through the potable tank.
Maintain free residual chlorine between 0.20 ppm to 0.50 ppm in drinking water, checked randomly by the local health officer or quarantine medical officer as the case may be.
