It is promulgated pursuant to Section 4(h), Article II of Republic Act (RA) No. 7920, which authorizes the Board to prescribe and issue rules and regulations to carry out the provisions of the law.
It is required for Board decisions, resolutions, orders, policies, rules, regulations, measures, directives, circulars, or other issuances implementing RA 7920. Publication is not required for internal, administrative actions not affecting the public and not penal or disciplinary in nature.
The Chairman of the Board is the spokesman/representative/liaison. He may authorize/designate another member or the Secretary of the Professional Regulatory Boards if the Chairman is absent or indisposed.
All such documents shall be acted upon solely and exclusively by the Board within the premises of the Commission. Appropriate sanction shall be imposed by the Commission for violation.
They are held in the City of Manila and other places twice a year.
Key items include PRC Application Form (101), Permanent Registration Record Card (203), proof of citizenship, certificate of live birth and/or marriage contract (if applicable), NBI clearance, valid certificate of registration and valid license as REE, PRC Form 104 certificate of experience (duly accomplished and certified under oath), a technical report/thesis/dissertation with specified contents and affidavits, affidavits signed by three licensed PEE/REE professionals vouching that experience and paper are factual and authored by the applicant, and a brief description of the applicant’s most significant achievement/contribution.
Before writing, the proposed title and outline must be submitted to the Board for approval as to subject matter, organization, technical content, and presentation. If disapproved, the Board advises the applicant with reasons.
At least two (2) Board Members review submissions and set interview schedules. Applicants who qualify first for the interview are interviewed first regardless of year registered. Interview assesses experience/competence/readiness. Passing in the oral examination/interview qualifies the applicant for registration.
They shall not re-apply until after at least one (1) year from the date of notice of failure, and in the re-application Rule 14 must be observed.
They may apply only subsequent to being registered as a Registered Electrical Engineer under Section 42(a), Article V of RA 7920.
If conditioned in any subject or completely failed under RA 184, they may apply for the same PEE grade under RA 7920 without undergoing written examination if they comply with Rule 14 requirements. If they failed the written exams but passed the engineering report under RA 184, they must submit the report title and corresponding rating, submit essential requirements of Rule 14, and undergo oral examination/interview by at least two (2) Board Members.
They are allowed to remove the condition by retaking the examination on the same subject cluster until they obtain at least 70% on that subject cluster, following the syllabi prescribed by the Board.
It must be renewed every three (3) years on the birth month of the registrant upon compliance with Continuing Professional Education (CPE) requirements (unless exempted) and upon payment of annual registration fees for three (3) years.
If delinquent in payment of annual registration fees for five (5) consecutive years since last payment, they shall not be allowed to continue practicing after delisting. The period may be interrupted upon surrender of the Certificate of Registration and/or Professional License to the Commission.
It becomes final and executory unless appealed by the respondent to the Commission within fifteen (15) days from receipt. The decision of the Board/Commission is appealable to the Court of Appeals under the Rules of Court.
