Administrative Order No. 14-05 and the Go Negosyo Act aim to promote the development of micro, small, and medium enterprises (MSMEs) in the Philippines through the establishment of Negosyo Centers, registration of Barangay Micro Business Enterprises (BMBEs), creation of a Philippine Business Registry Databank, allocation of start-up funds, and the functions of the Micro, Small, and Medium Enterprises Development (MSMED) Council.

It is issued pursuant to Section 13 of Republic Act No. 10644 (Go Negosyo Act), implementing its provisions.

To foster national development, promote inclusive growth, reduce poverty by encouraging MSMEs that facilitate local job creation, production, and trade, and to ease constraints through rationalization of bureaucratic regulations while strengthening the MSMED Council.

It recognizes existing State policies on MSMEs insofar as provisions have not been amended or repealed by RA 10644—specifically acknowledging RA 9178 (BMBEs Act) and RA 6977 (Magna Carta for MSMEs), as amended.

A Negosyo Center is established under the supervision of the MSMED Council, in all provinces, cities, and municipalities, to promote ease of doing business and facilitate access to services for MSMEs within its jurisdiction.

Within one hundred eighty (180) days from its reconstitution, the MSMED Council shall approve a multi-phase plan for the establishment and management of Negosyo Centers.

It must consider different modes of establishing Negosyo Centers based on MSME needs and LGU capacities; include management structure and processes for supervision by the MSMED Council; and provide for continued operations without prejudice to the MSMED Plan.

It requires/encourages the MSMED Council (national and local) to encourage public-private partnerships in the establishment and management of Negosyo Centers.

The DTI, DILG, and the LGA may offer assistance to integrate the creation through the LGU’s Local Development and Investment Plan, Annual Investment Plan, and other relevant issuances.

Existing SME Centers and NERBAC administered by DTI may be converted to Negosyo Centers subject to the Act’s provisions; existing Regional NERBACs or SME Centers may be utilized as Negosyo Centers for the provinces and cities where they are physically located.

Business Registration Assistance; Business Advisory Services; Business Information and Advocacy; Monitoring and Evaluation; and other functions assigned by the MSMED Council.

A unified and simplified business registration form developed by the DTI in coordination with the DILG and other relevant agencies, based on the current BPLS form. It must be available in all Negosyo Centers and LGUs and made available electronically.

If BPLO fails to process within fifteen (15) calendar days upon receipt, the MSME is deemed registered for one (1) year.

Within thirty (30) calendar days from the date of application, the BPLO may revoke the permit or license upon determination that the MSME did not meet requirements and qualifications, and must immediately inform the applicant through written notice.

It is renewable every two (2) years. The Negosyo Center may charge a fee not more than PHP 1,000.00 to be remitted to the National Government.

It is a databank established under DTI as a repository of information of all business enterprises in the Philippines, consistent with the requirements of RA 10644.

It acts as the coordinating and oversight body for agencies involved in Negosyo Center establishment and operation; monitors and assesses progress; and publishes compliance guides in plain language (and local dialect if necessary), posted on agencies’ websites and distributed to affected industry contacts.

PIA in coordination with DTI and DILG ensures proper and adequate information dissemination of RA 10644 and the IRR to media entities and localities, using electronic updates, website/social media posting, and brochures/leaflets with frequently asked questions.
