Administrative Order No. 14-05 and the Go Negosyo Act aim to promote the development of micro, small, and medium enterprises (MSMEs) in the Philippines through the establishment of Negosyo Centers, registration of Barangay Micro Business Enterprises (BMBEs), creation of a Philippine Business Registry Databank, allocation of start-up funds, and the functions of the Micro, Small, and Medium Enterprises Development (MSMED) Council.

Republic Act No. 10644 is otherwise known as the Go Negosyo Act.

The primary purpose is to foster national development, promote inclusive growth, and reduce poverty by encouraging the establishment of micro, small, and medium enterprises (MSMEs) that facilitate local job creation, production, and trade in the country.

Negosyo Centers are responsible for promoting ease of doing business and facilitating access to services for MSMEs within its jurisdiction, including business registration assistance, advisory services, information dissemination, and monitoring and evaluation.

A BMBE is an enterprise whose total assets, including loans but excluding land, do not exceed Three Million Pesos (P3,000,000.00).

The MSMED Council must approve the multi-phase plan within one hundred eighty (180) days from its reconstitution.

The MSME shall be deemed registered for a period of one (1) year from the date of application unless the BPLO, within thirty (30) calendar days, revokes the permit or license upon determination that the MSME did not meet the required qualifications.

The PBRD is a repository of information of all business enterprises in the Philippines established under the DTI as provided in RA No. 10644.

The MSMED Council acts as the coordinating and oversight body for Negosyo Centers, provides compliance guides for MSMEs, conducts research and policy formulation on women entrepreneurship, and develops entrepreneurial education and training programs among other functions.

LGUs may take the lead role in the creation and management of Negosyo Centers, with assistance from the DTI, DILG, and other agencies for integration into local development plans and investment initiatives.

The Certificate of Authority for BMBEs is renewable every two (2) years.

The unified registration form shall be based on the current business permit and licensing system (BPLS) form, developed in coordination with the DILG and other agencies.

Existing SME Centers and NERBACs may be converted into Negosyo Centers or utilized as such in their respective locations, subject to the provisions of RA No. 10644.

Key functions include business registration assistance, business advisory services, provision of business information and advocacy, monitoring and evaluation of MSMEs, and supporting other functions assigned by the MSMED Council.

MSMEs can avail assistance in business registration, regulatory compliance, access to financial grants, training, market linkage, mentoring programs, and other entrepreneurial development activities.
