The POEA Memorandum Circular No. 26 establishes mandatory registration and certification guidelines for Filipino seafarers seeking overseas employment, detailing eligibility requirements, registration procedures, and the issuance of a Seafarer's Registration Certificate (SRC) valid for three years.

It applies to all Filipino seafarers seeking overseas employment on board ocean-going vessels, and to licensed manning agencies engaged in the recruitment and placement of Filipino seafarers for overseas employment.

Only seafarers duly certified and registered by the Administration are eligible for overseas employment, and registration is based on the Table of Minimum Requirements and Qualification Standards (TMRQS).

The SRC is valid for three (3) years unless sooner revoked for cause.

The applicant must personally appear at the SRD for proper interview and registration.

Registry A: at least one year sea experience (domestic or ocean-going) or completed one year contract. Registry B: maritime school/graduates and recognized training centers for basic seamen (pre-entry rating), or ex-Philippine Navy servicemen without sea experience. Registry C: less than one year sea experience or no formal maritime education/training, but with skills or experience closely related to shipboard service, as certified by reputable firms/establishments.

Registry C is classified into: C1 (special skills and verified work for at least one year in a reputable firm/establishment); C2 (less than one year sea experience); and C3 (no sea experience but with special skills).

No. C3 registration is highly restricted and only granted when necessity warrants, subject to approval by the Director, WAAO, the Deputy Administrators, or the Administrator. It may be given due course only if the applicant has a contract supported by TELEX, agency request approved by the designated officials, and clearance from the Seafarers Contract Processing Division (including proof that positions exist, certificate of service records, and other required documents).

He must be at least 18 years old, physically and mentally fit, and holds a Seaman Service Record Book (SSRB) issued by the Philippine Coast Guard (PCG).

Valid SSRB/Seaman’s Continuous Discharge Book (SCDB); original transcript of records; Special Order (SO) from MECS or certificate of completion for PMMA graduates; certificate of exemption from MECS for graduates from other government maritime schools/centers; and one 2.54 x 2.54 cm black and white picture.

Valid SSRB/SCDB; valid PRC ID, license, passing sheet; certificate of service record; ROC certificate for 3rd mates; ROC certificate for 2nd mates, chief mates, and master mariners; and one 2.54 x 2.54 cm black and white picture.

The matter is referred to the Chief, SRD for appropriate action; the applicant is asked to undergo a technical interview and his records are subject to personal verification to determine authenticity.

The application for registration or updating is denied, and where appropriate, the applicant’s previous registration shall also be cancelled.

To determine whether the applicant is clear. If not clear, the applicant must secure clearance from the appropriate office or agency before processing proceeds.

In no case shall the SRC be released to other persons without the written authorization from the applicant, subject to approval by the Chief, SRD.

Examples include death; seafarer’s request; conviction related to dangerous drugs; no longer qualified due to failure to meet qualifications; payment to a recruiter for expediting recruitment/placement/promotion; delisting after investigation for contract violation or Code of Discipline violation; submission of fake/tampered documents; bribery; tampering with Administration-issued documents; license revocation/cancellation; and perjury.

Registry C2: issued after completion of the balance of the required one-year sea experience. Registry C3: issued after boarding an interisland vessel or foreign-going vessel for one year.

SRC is valid for three years from issuance and renewable every three years thereafter, or replaceable whenever the SRC is lost or changeable due to the seaman’s change of rating.
