The policy of the State is to provide protection to minors against exploitation, improper influence, abuse, hazards, and other conditions prejudicial to their physical, mental, emotional, social, and moral development. Every effort should be exerted to promote the welfare of the child and provide opportunities for a better life.
A minor is defined as a person below 18 years of age unless emancipated by law.
The Certificate to Travel ensures the prevention of child trafficking and verifies that the traveling companion is able to care for the minor and will be responsible for his welfare.
All minors unaccompanied by their biological parents, legal guardians, or the person with whom the minor is traveling jointly with the parents or legal guardians are required to apply for a Certificate to Travel at the Department.
The application must be filed at the DSWD Municipal or City District Office which has jurisdiction over the residence of the applicant.
The steps include an initial interview, assessment/evaluation, submission of requirements within a week from application, and a recommendation with enclosed requirements forwarded to the Secretary through the Philippine Intercountry Adoption Unit for decision.
General requirements include the minor's Birth Certificate, Marriage Certificate of the parents (if appropriate), Affidavit of consent by both parents or legal guardian, Affidavit of support by sponsoring party, Passport and visa of traveling companion, Medical clearances, among others.
Additional documents include Certified copy of Adoption Decree and Entry of Judgment, Home and Child Study Reports submitted in Court, Amended Birth Certificate, Consent to Adoption or Decree of Abandonment, and Clearance from the Office of the Solicitor General.
Only the Secretary of the Department of Social Welfare and Development or in her absence, her duly authorized representative, is authorized to sign Certificates of Approved Travel.
The SSWO shall immediately discuss reasons with the applicant and forward her report to the Provincial Social Welfare Officer with a copy furnished to the Secretary.
The PIAU records the application in a logbook, issues an Applicant’s Number, reviews reports and supporting documents, prepares the Certificate of Approved Travel for the Secretary's approval, informs the applicant of the action taken, and issues the approved certification upon payment of fees.
The applicant must submit the required documents within a maximum of two weeks from the application date.
