RA 11755 converts the ISPSC into a state university and integrates with the NLPSC; together they shall be known as the University of Ilocos Philippines (UIP). The Board is chaired and co-chaired by the Chairperson of CHED and the President of the UIP, respectively, and includes specific ex officio members such as Senate and House committee chairs (or their representatives), NEDA, DOST, Department of Agriculture, TESDA regional directors, and presidents of faculty, student, and alumni federations, plus two prominent private-sector citizens.

All assets, real and personal properties, personnel and records, and liabilities/obligations are transferred to the UIP, with respect to positions, rights, and security of tenure of faculty and personnel under existing laws. Government parcels of land occupied by ISPSC and NLPSC and campuses are declared property of UIP and must be titled under UIP’s name, but revert to the concerned LGU or the Republic if UIP ceases or lands are no longer needed.
No. Conversion of ISPSC into a state university becomes effective only upon a determination and declaration by CHED (based on an expert panel recommendation) that ISPSC has complied with university status requirements. ISPSC remains a state college until it can comply.
It establishes multiple research facilities, including Fisheries and Aquamarine Resources, Forest Advancement and Resources Management, UIP Center for Rural Health Research, Animal Research, Tobacco and Agricultural Research, Indigenous People Education Research, and Public Administration and Governance Policy Research. They are intended to carry out the UIP’s mandate through focused research benefiting local and broader communities.
