Executive Order No. 284 allows members of the Executive Department in the Philippines to hold multiple positions in the government and government corporations, with limitations and requirements for compliance, to ensure efficiency and safeguard the government's interests in government-owned or controlled corporations.

To authorize and regulate the holding of other government offices or positions by Cabinet members, undersecretaries, assistant secretaries, and other appointive officials of the Executive Department, subject to limits on the number of positions they may hold and rules on compensation and governance of government-owned or controlled corporations (GOCCs).
