It establishes guidelines on the consistent release and publication of topnotchers in Philippine professional licensure examinations, including who qualifies and under what conditions names and ranks may be published.
The rank, name, college, and general average rating of the topnotchers.
When the examination has 3,000 or more examinees, provided that the number of successful examinees is not less than 100.
When the examination has less than 3,000 but not less than 100 examinees, provided that the number of successful examinees is not less than 50.
When the conditions for listing top 10 or top 20 are not met—i.e., if successful examinee thresholds are not satisfied under the examinee-count rules.
The total number of examinees for each grade shall be the basis for listing either the top ten or twenty places.
Yes. A topnotcher whose name appears in the deferred-for-registration list due to non-compliance may still be listed in the official release for publication in newspapers of general circulation.
Their name is not included in the newspaper publication list. However, their rank may be shown with the notation: “Name withheld pending investigation.”
The name must be inserted in the Table of Results, and an appropriate amendment of the official release must be made.
The examinee must have taken a complete examination and must not have failed twice in previous examinations.
