PNP Circular No. 2008-006 establishes guidelines for the specialty training of PNP nurses, outlining selection procedures, training duration, service obligations, and coordination with healthcare institutions to enhance their professional growth in various nursing fields.

It prescribes the guidelines and procedures governing and regulating the conduct of specialty training of PNP nurses.

Specialty training shall not exceed ten percent (10%) of the total nurses’ strength.

Examples: (1) Must have a permanent appointment as attested by the Civil Service Commission (CSC); (2) must not have any pending case filed in any court or administrative body; (3) must have been in the service at least three (3) years; (4) must be physically and mentally fit; (5) must be willing to be assigned where needed; (6) must have no outstanding financial obligation in previous specialty training grants; (7) must have no pending application/recommendation for scholarship or training grants.

An additional daily training subsistence allowance (TSA) of P30.00 and a monthly allowance of P100.00 for instructional materials, chargeable against Health Service Training Funds, subject to availability of funds and auditing rules.

Based on the circular’s table: 24 months of training requires 4 years return service; 6 months to 1 year training requires 2 years; 3 to 6 months requires 1 year; below 3 months requires 6 months return service.

The trainee must refund all expenses incurred by the PNP incidental to the specialty training; payment will be charged against benefits due, particularly salary and allowances, without prejudice to further legal action.

Once selected, deferment is generally not entertained except for: (a) sickness/incapacitation preventing class attendance (certified by PNPGH/Regional Health Officer); (b) criminal/administrative case filed before or during schooling that prevents attendance or affects schooling; (c) death of immediate family members requiring presence; (d) disaster/calamities affecting the trainee or immediate family such that regular attendance is prevented.

Academic break/leave is not a “special leave.” The approved academic break/leave is deductible from the cumulative leave credits of the concerned PNP personnel.

Fifteen (15) days from the filing of a copy at the University of the Philippines Law Center, consistent with Section 3 and 4, Chapter 2, Book VII of Executive Order No. 292 (Revised Administrative Code of 1987), as amended.
