Guidelines issued for a one salary grade increase for retiring public school teachers, effective on their last day of service, as mandated by the Magna Carta for Public School Teachers.

The circular provides guidelines for the implementation of a one (1) salary grade increase for public school teachers upon their retirement pursuant to Section 26 of Republic Act No. 4670, the Magna Carta for Public School Teachers.

All incumbents of public school teacher positions under DECS and similar positions in government educational institutions outside DECS retiring starting January 1, 1996, are covered. The term includes those as defined in Section 2 of RA 4670 and related regulations.

Faculty or professorial staff of State Universities and Colleges and non-teaching/administrative positions and similarly situated positions are exempted.

The salary increase takes effect on the last day of service of the retiring public school teacher.

The salary is adjusted upward by one salary grade at the same salary step of the teacher's previous assigned salary grade, reflected through the issuance of a Notice of Salary Adjustment.

A Teacher I with salary grade 10, step 2, earning P72,528.00 per annum will have the salary adjusted to salary grade 11, step 2, amounting to P75,312.00 per annum.

The funding is sourced from a lump sum amount authorized in the DECS approved budget for 1997, covering claims from teacher-retirees including those under CHED/TESDA supervised schools.

If there is a deficiency, savings from individual budgets for FY 1997 can be used to cover the additional requirements.

They shall use their respective budgets, including authorized savings generated from their 1997 budgets, and thereafter provide for the requirement in their respective agency budgets.

The amount involved is charged against the GSIS funds according to the applicable laws.

These cases shall be submitted to the Secretary of Budget and Management for resolution upon the recommendation of the DECS Secretary.

The Circular took effect on January 1, 1996.
