The guidelines are pursuant to the provisions of the Implementing Rules and Regulations of RA 7308, known as the Seed Industry Development Act of 1992, Chapter III, Article II, Section 3, and approved by the National Seed Industry Council.

Peanut can be planted after peanut only if the previous crop was grown from certified seed of the same variety and the crop was field inspected and approved to have certifiable standards of purity.

A minimum of two field inspections, preliminary and final, are required during the flowering stage and before harvesting respectively.

A minimum of three field inspections at vegetative, flowering, and maturity stages are required, with preliminary inspections at vegetative and flowering stages and final inspection at maturity.

Soybean must be preceded by some crop other than soybean unless certified seed of the same variety was planted the preceding year.

The minimum area of field legumes intended for certification shall be 0.5 hectare.

The maximum number of off-type plants allowed per 100 sq.m. for certified mungbean is 5.

Deputized Seed Inspectors are authorized to conduct field inspections and seed sampling; the Certifying Agency may conduct seed sampling only when necessary.

Breeder and foundation seeds require a minimum pure seed content of 99%, while registered and certified seeds require a minimum of 98%.

For mungbean, germination must be at least 85% for breeder, foundation, and registered seeds and 80% for certified seeds. For soybean, the germination must be at least 80% across all seed classes.

Maximum moisture content for peanut and soybean seeds is 12%, while for mungbean it is 14% across seed classes.

Seed lots are marked as Field Lot A-1, Field Lot A-2, or Field Lot B-1, Field Lot B-2, with the numbers indicating the seed lot designation.

Tagging of seed lots that pass certification shall be done by Deputized Seed Inspectors.

It takes effect fifteen (15) days upon publication in the official gazette or in one newspaper of general circulation.
