The circular is issued pursuant to Article 44 of Republic Act (RA) No. 9520 and Section 5 of Rule 7 of its Implementing Rules and Regulations (IRR).

“Accreditation” refers only to the accreditation of providers of education and training services to cooperatives. Accreditation (and revocation) is by the CDA Board of Administrators (BOA) through the Office of the Executive Director (OED) and the Institutional Development Department (IDD).

Organizations/institutions conducting training to cooperatives, including advocacy and education cooperatives, cooperative federations/unions, training institutions, GOs/NGOs, LGUs, and SUCs/academe.

The applicant must have juridical personality, must have cooperative development programs, and must have at least five (5) competent cooperative trainers possessing qualifications such as being of legal age, Filipino residing in the Philippines, at least a Bachelor’s degree holder, having completed a training course for cooperative trainers, and having at least two (2) years experience as resource person on cooperatives and knowledge of basic cooperative philosophy.

They must submit: (1) Certificate of Good Standing (CGS) issued by CDA specifically for accreditation, (2) organizational profile including basic info, programs/services, historical profile of cooperative training conducted, affiliations (if any), list of key officers/staff, and list of trainers with individual bio-data, and (3) Cooperative Annual Performance Report (CAPR) and audited financial statements of the immediate preceding year.

They must submit: (1) Certificate of Registration from the concerned government agency, (2) Articles of Incorporation and By-laws showing cooperative development objectives/program thrusts, (3) business permit, (4) organizational profile (basic info, programs/services, historical training profile, affiliations, key officers/staff, list of trainers with bio-data), and (5) annual reports and audited financial statements for the last two (2) years.

GOs/LGUs/SUCs must submit a certification from the head of the agency that the office/unit has a cooperative development program (or appropriate local issuance creating the office in the case of LGUs), in lieu of a Certificate of Registration.

The applicant must file the letter-application directly to the CDA Extension Office (CDA-EO) where the applicant is based, together with the required documents.

The accredited provider must submit an undertaking to adopt the CDA prescribed cooperative training curriculum for cooperative officers, thereby standardizing the minimum knowledge and information cooperatives officers must acquire.

Initial accreditation application fee is P3,000.00; renewal fee is P5,000.00; and re-application fee is also P5,000.00.

The provider may apply for renewal two (2) months prior to expiration. Required documents include: (1) letter-application for renewal, (2) annual report and latest audited financial statement, (3) list of trainings conducted including participants’ names, dates/venues, (4) updated list of trainers, and (5) renewal fee.

Non-compliance with provisions, rules/regulations, or requirements for accreditation may lead to revocation/cancellation. Also, non-conduct of training within the accreditation period is a ground for non-renewal.

Initial accreditation is valid for one (1) year from approval unless earlier revoked. Renewal is valid for two (2) years from approval unless earlier revoked.

Yes, a cancelled provider may re-apply, but no further re-accreditation shall be granted after two (2) cancellations. In re-application, renewal procedures and requirements must be observed.

It must submit a copy of its Annual Report on training activities conducted including participants trained to the Authority within ten (10) days after the close of every year for information and guidance.
