The main policy is the No Registration, No Travel policy for four-wheeled motor vehicles under Joint Administrative Order No. 2014-01.
They must always wear their official uniform and official ID when making an apprehension or performing their duties.
Four-wheeled motor vehicles that do not bear LTO issued license plates and/or the corresponding third plate sticker on the windshield.
They must present a current Official Receipt (OR), Certificate of Registration (CR) or a photocopy thereof, and a valid Driver’s License.
A fine of Five Thousand Pesos (Php5,000.00) under Section II(e) of JAO No. 2014-01.
If the owner has applied for Special Plates and can present the LTO official receipt for the payment of such application.
They must present: a) Sales Invoice of the motor vehicle dated within seven days prior to apprehension, b) Certificate of Cover (COC) of Third Party Liability Insurance dated on or after the Sales Invoice, and c) Certificate of Stock Reported (CSR) issued by the LTO dated on or prior to the Sales Invoice.
The motor vehicle owner shall be fined Php10,000 for Driving an Unregistered Motor Vehicle; the driver shall be fined Php1,000 for violation under Section I(j); and the driver shall be cited for reckless driving without collection of the first-offense fine of Php2,000.
The vehicle shall be impounded and released only upon valid registration and payment of applicable fines and penalties.
Enforcers must submit a Daily Apprehension Report (DAR) within 24 hours after law enforcement activity to the encoding section of the District Office or Operations Division.
The TOP must fully state all relevant data about the driver/operator and vehicle including date, time, place of apprehension, provision of law violated, and any other necessary data for adjudication.
The apprehension may be nullified, enforcers may face disciplinary action or revocation of deputation, and potential criminal complaints may be filed.
The enforcers concerned are personally liable and may face administrative action or criminal cases.
