Guidelines for implementing a new salary structure for Philippine National Police officers and enlisted personnel, aligning their lowest rank salary with that of public school teachers, are established with an initial budget allocation of P2.956 billion effective January 1, 2000.

All officers and enlisted personnel of the Philippine National Police are covered by the new salary structure under this Circular.

The lowest rank of Police Officer (PO) shall have the same salary grade level as that of a public school teacher, which is assigned Salary Grade 10 under the Salary Standardization Law.

Executive Order No. 107 dated June 10, 1999, supplements RA 8551 by providing for the equivalent salary grades of each rank in the PNP hierarchy, with the lowest salary grade at SG-10 for a Police Officer I.

Two billion nine hundred fifty-six million pesos (P2,956,000,000) was appropriated, which is equivalent to thirty percent (30%) of the increment cost required to fully implement the salary structure.

The base pay means the basic pay received as of December 31, 1999, as prescribed under Annex Ea of National Budget Circular 458 series of 1997, corresponding to their designated ranks.
