Its objective is to ensure that only Certified Maritime Security Instructors conduct maritime security training based on maritime security standards.
It applies to all Maritime Security Instructors (MSIs) and training instructors/individuals involved in or responsible for conducting maritime security training in the Philippines.
The applicant must: (a) have relevant tertiary education (with diploma/certificate); (b) complete pertinent maritime security training for the course subject; (c) have at least three (3) years teaching experience in maritime security/security training; (d) know the ISPS Code and NSPSTMI; and (e) have a satisfactory outcome of background investigation.
The applicant must submit: (a) resume; (b) certified true copy of maritime security training certificate showing attended training courses, particularly the training course applied for; (c) certificate of teaching experience; and (d) copy of maritime instruction course material/documents/syllabus relative to the course for certification.
The applicant must pass a three-phased examination: theoretical, practical, and oral examinations.
A minimum rating of 85% is required. If the applicant fails to pass/complete any or all mandatory examinations, the applicant is given a single chance to retake within one month from the date of the last examination.
It is valid for three (3) years.
An MSIC may be renewed if the holder applies within one (1) month prior to expiration, by filing a letter-request for renewal with the Administrator, OTS, together with (a) certificates of continuing training/refresher course on training methodology during validity, and (b) documentation of courses taught during validity showing at least 360 hours of instruction.
All security instructors must undergo recurrent training in maritime security and the latest security developments every two (2) years.
The Certification Jury decides the issuance of the instructor’s certification and evaluates eligibility, including for interim certification. It conducts oral examinations/interviews and deliberates on applications for certification and recertification.
It is an evaluation process that tests the applicant’s communication skills through an interview conducted by the Certification Jury.
It is an evaluation where applicants demonstrate actual teaching skills and knowledge in maritime security courses based on the course content.
ITSTS assists the Certification Jury in assessing and determining an applicant’s eligibility for interim instructor certification. The applicant may also be required to deliver a teaching demonstration on a specific training module upon request of the Certification Jury.
In recognition of instructors who completed maritime security courses from duly recognized national and international organizations prior to the circular’s effectivity, they may apply for interim certification for a specific course. The Certification Jury decides on the application.
Interim certification is valid for six (6) months and is a formal evaluation and confirmation (by or on behalf of the appropriate authority) that a person has necessary competencies for a maritime security instructor for specific courses.
The certification may be cancelled, rescinded, or revoked if the holder is found guilty of an administrative, civil, or criminal offense.
It takes effect upon approval and publication in the newspaper of general circulation.
