To set the rules and regulations for the importation and culture of SPF/SPR black tiger shrimp (Penaeus monodon) broodstock and/or post-larvae, and the culture of their offspring, including requirements for hatcheries, grow-out farms, biosecurity, testing, certification, and effectivity.
It conducts on-site inspection of the applicant hatchery facility in compliance with minimum biosecurity standards for controlled shrimp hatcheries, then submits an inspection report for endorsement and central review.
It reviews applications and may conduct additional on-site investigation based on documents endorsed by the Regional Panel; it is headed by the National BFAR Assistant Director for Technical Services.
From SPF/SPR P. monodon broodstock facilities originating from the USA and any other country that can show clear and verifiable capacity to produce SPF/SPR and that has a well-documented breeding program for Penaeus monodon.
A minimum of two (2) years disease-free status certified by the competent authority from the country of origin, including submission of disease history for the period covering its commercial establishment up to the present.
Taura Syndrome Virus (TSV), White Spot Syndrome Virus (WSSV), Infectious Hypodermal and Haematopoietic Necrosis Virus (IHHNV), Yellow Head Virus Disease (YHVD), Hepatopancreatic Parvo-like Virus (HPV), and Monodon Baculo Virus (MBV).
Upon arrival, the shipment must be presented for documentary inspection at FIQS at NAIA (or another international airport only with advance notice to BFAR). After documentary inspection, transfer to the BFAR accredited hatchery must be accompanied by the importer/designated representative and FRQD personnel.
One percent (1%) but not more than ten (10) representative pieces of broodstock or post-larvae samples are turned over for verification of laboratory results given prior to shipping and accompanying health certificate.
They must be confined in designated holding tanks for quarantine and subsequent maturation and breeding purposes.
At PL1-PL3 (larval rearing tanks), and testing follows the latest edition of the OIE Diagnostic Manual for Aquatic Animal Disease.
Verification is done solely by the BFAR Central Fish Health Laboratory in Quezon City, and its results are final.
Selling shrimp eggs and nauplii by accredited hatcheries to other non-accredited hatcheries is strictly prohibited.
The facility must be exclusively used for SPF/SPR P. monodon breeding and fry production, and no other species should be reared in the facility.
Water discharged from the hatchery must be temporarily stored and treated with hypochlorite solution (>20 ppm active chlorine for not less than 60 minutes) or other effective disinfectant prior to discharge.
Grow-out farms apply to BFAR Regional Offices for certification as recipient farms for traceability and compliance with international export standards; certification is granted only if farm design, location, and operations prevent/minimize escapes and comply with Good Aquaculture Practices (GAP) and relevant responsible aquaculture/fisheries codes.
It is issued by BFAR Regional Directors after compliance and validation lasts three (3) years, subject to regular evaluation for ongoing compliance.
Absence of the current Shrimp Fry Source Certification (SFSC) from accredited hatcheries warrants confiscation of the final shrimp product.
After fifteen (15) days from publication in the Official Gazette and/or in two (2) newspapers of general circulation, and fifteen (15) days after registration with the Office of the National Administrative Register.
