The Guidelines are for processing applications for permanent resident status of certain Vietnamese citizens and recognition of the Philippine citizenship of their Filipino-Vietnamese descendants.

The Commissioner of Immigration, upon recommendation and after regular processing, shall issue the permanent resident status or visa.

Applications must be filed not later than November 15, 2000.

Supporting documents include passport or travel documents, affidavits from two Philippine citizens of good reputation, clearances from various government agencies, medical certificate, and proof of financial capacity or affidavit of support.

Vietnamese citizens who arrived legally prior to or during the Vietnam War but no later than 31 December 1978, similarly situated Vietnamese citizens not listed in EO 249, and their children and direct descendants.

The ACR shall be canceled if the applicant is guilty of perjury, belongs to any excluded alien class, or found guilty of deportable acts under Section 37 of the Immigration Act.

The applicant may be summoned for an interview before an Immigration Officer to confirm application contents under oath, present additional evidence, and may be assisted by counsel.

Legitimate or illegitimate children with Filipino fathers and Vietnamese mothers who arrived legally before or during the Vietnam War, and their direct descendants.

Documents include birth records of Filipino father, applicant's birth certificate or final judgment, parents' marriage contract, affidavits of filiation, and evidence of public possession of Filipino status.
