It is a POEA facility that handles the recruitment and deployment of workers directly without the participation of Taiwan manpower agencies and Philippine licensed recruitment agencies, implemented through the existing MOU with the Philippines via TECO and MECO.
The program is implemented through the existing Memorandum of Understanding with the Philippines through the Taipei Economic and Cultural Office (TECO) and the Manila Economic and Cultural Office (MECO).
A brief company profile; a demand letter/manpower requirements with qualification criteria; a copy of the company employment contract indicating salary and benefits; a Council of Labor Affairs (CLA) approval letter; and a target deployment date—duly verified by MECO/MLC and submitted to POEA.
MECO and the Labor Center assist in verifying the required documents, assist POEA in negotiating recruitment agreements and contractual terms, inform the employer of acceptance upon receipt of POEA confirmation, and guide workers in negotiation.
The employer must execute with POEA a Recruitment Agreement pursuant to the existing MOU on the Special Hiring Program.
The employer and worker must adopt an Employment Contract consistent with the MECO/POEA agreement terms with CLA/EVAT; parties may negotiate better terms and conditions, with guidance from MLC/POEA.
The employer has the authority to make the final selection of workers.
Selection may be done by mail or personal interview in the Philippines or other means such as teleconferencing, and recruitment is conducted in Metro Manila or in the region(s) preferred by the employer, with POEA Regional Center/extension units supervising.
Selected workers must undergo necessary briefing and the required Pre-Departure Orientation Seminar (PDOS), which includes host country orientation and documentary/procedural discussions; workers are also forewarned not to run away unduly from the employer lest they be charged of criminal offense.
To familiarize workers on the company’s terms and conditions, technical peculiarities of the work environment, host country profile and values/attitudes, and to discuss documentary requirements and itemized travel/processing expenses; and to caution against undue departure from the employer.
Selected workers must undergo medical examination prescribed by the employer and the host country, conducted by Taiwan and Philippines DOH-accredited hospitals/clinics accredited by DOH and including those tied to POEA/TECO.
Valid passport; NBI clearance; medical certificate; employment contract; copy of CLA approval letter; pictures; and visa fee.
POEA assists in contract processing and issuance of the Overseas Employment Certificate (OEC); when necessary, these processes may be undertaken in POEA regional offices to facilitate documentation.
Travelling expenses during interview in the Philippines (e.g., airfare, hotel accommodation, shuttle services, visa to the Philippines, etc.).
The advertisement cost for scarcely available skills.
Documentation costs including passport, NBI clearance, medical examination, medicare premium, trade testing (if necessary), and visa (if not paid for by the employer).
Processing costs include airfare, POEA processing fee, and OWWA membership fee; these are subject to negotiation between the employer and worker through POEA assistance.
It indicates adoption on 10 April 2001 by POEA Administrator Rosalinda Dimapilis-Baldoz, making the guidelines effective as of that adoption date.
