To prescribe guidelines for setting and communicating security levels for maritime security.
Philippine registered ships engaged in international and/or domestic voyage; and Philippine ports catering to such ships.

The OTS (Office for Transportation Security) as the Designated Authority/Administration.
Security Level 1.
By issuing a Transportation Security Advisory (TSA).
It must be communicated through the fastest means available (e.g., email, fax, text message).
Their OTS contact details, specifically email address, facsimile number, and cell phone number.
Disseminating the TSA to the SSO.
They must acknowledge receipt of the TSA and immediately implement additional security measures consistent with the set security level, and report the same to OTS.
PFSO, CSO, and SSO may adopt higher security measures as deemed necessary to address the security situation, and must report immediately to OTS.
Any query or request may be directed to OTS, via the provided hotline, fax number, or email address listed in the circular.
The provisions should be liberally construed to promote maritime security objectives.
No. The circular expressly reserves to OTS (through its Administrator) the authority to modify, amend, or repeal provisions by subsequent issuances and to implement/enforce the provisions and prescribe other requirements as challenges evolve.
Fifteen (15) days following its publication in the Official Gazette or a newspaper of general circulation.
