The Circular is issued pursuant to Act 3846, as amended; Sections II and III of Article 55 of the Final Acts of the ITU World Administrative Radio Conference (Geneva); and in preparation for the implementation of the Global Maritime Distress and Safety System (GMDSS).
The applicant must be: (a) a Filipino citizen; (b) at least 21 years of age; (c) of good moral character; (d) attended an appropriate seminar/training on operation of Inmarsat and GMDSS facilities offered by a duly accredited radio training center; and (e) a licensed deck/radio officer.

The International Convention for the Safety of Life at Sea (SOLAS).
Knowledge of rules and regulations applicable to radiocommunications, knowledge of documents relative to charges for radiocommunications, and SOLAS provisions relating to radiocommunications.
Yes. It takes effect immediately.
It supersedes any order, circular, instruction, or memorandum (or any part thereof) that is inconsistent with the Circular.
Strict compliance is enjoined.
