The Board has seven members: the Chairman of the Cultural Center of the Philippines as Chairman, the Director-General for the Film Academy, the Film Fund, the Film Archives, the Board of Standards, and two representatives of the Cultural Center of the Philippines.

The Chairman of the Cultural Center of the Philippines appoints the Director-Generals. The Director-Generals for the Film Academy, Film Archives, and Board of Standards serve two-year terms, while the Director-General for the Film Fund serves a one-year term without immediate reappointment.

It is a non-stock corporation affiliated to the Cultural Center of the Philippines to assist in financial growth and stability of the motion picture industry, such as organizing international film festivals, constructing facilities, importing raw materials to lower costs, and engaging in film production ventures by Filipino citizens.

An initial amount of One Million Pesos (P1,000,000.00) was appropriated, with an annual budgetary appropriation of Ten Million Pesos (P10,000,000.00) thereafter, subject to applicable laws, rules, and regulations.
