It is pursuant to Section 4 of Republic Act No. 544 (Civil Engineering Law) and Section 6 of PD No. 223.
They are: (1) enhance professional growth and well-being of civil engineers in government and private sectors; (2) stimulate self-improvement and update technical knowledge/skills; (3) effect technology transfer; and (4) broaden practitioners’ horizon and increase awareness of professional responsibilities.
It is composed of a Chairman and two (2) members. Incumbent members of the Board of Civil Engineering serve as adviser/consultants.
They are appointed by the PRC Board of Directors subject to concurrence by the members of the Board of Civil Engineering, for a term of one (1) year or until successors are appointed and qualified; a vacant position is filled for the unexpired term only.
To: (1) formulate CPE program guidelines; (2) prepare PICE CPE programs/activities; (3) monitor and assess implementation; (4) evaluate and recommend accredited programs/activities/technical meetings and submit participant names to the Board; (5) review/revise guidelines annually if necessary; and (6) evaluate documents and recommend issuance of Certificates of Recognition in branches of civil engineering.
To encourage compliance through PICE chapters and affiliate associations; screen and evaluate accreditation applications; certify satisfactory compliance with PRC CPE requirements; report monthly to the Board on program progress; and promulgate rules on accreditation requirements regarding experience, position, background, and other aspects.
Regular meeting: the second Tuesday of every month at time/place determined by the Chairman. Special meeting: may be called by the Chairman or upon request of a member with the Chairman’s concurrence.
The Committee may maintain a staff and office headed by a National Administrative Officer to administer functions and may charge reasonable fees for accreditation of programs/activities and for certification of CPE credit units.
Examples include: officers/directors of national PICE for the year(s); technical meetings (accredited conventions/symposia/seminars/workshops, in-service training/apprenticeship, organized technical field trips); facilitators/moderators/panelists/resource speakers; college professors/instructors/lecturers; organizers of technical seminars/field trips/conventions; authors of books/articles/technical papers/magazines; and self-instructional programs/materials (with full substantiation).
Yes. (1) Civil engineer aged 60 and above; (2) incumbent or former top government officials at least Bureau Director level (or equivalent private sector rank), or former/incumbent members of the Civil Engineering Board; (3) civil engineer undergoing post-doctoral studies during a specified period; and (4) civil engineer-practitioner working outside the Philippines.
A registered civil engineer shall renew the license once every three (3) years, and as a condition precedent must secure from PICE (through its CPE committee) a certificate showing compliance with PRC’s CPE requirements.
Credit units depend on the type of technical meeting/program and must be accredited by the CPE Committee.
For technical conventions/symposia/seminars/workshops/conferences: 3 credit units per hour of technical session or per hour of the activity (as specified).
Organizers receive 30 credit units per program.
Credit hours in excess of the minimum requirement shall not be carried over to the next 3-year period.
MS holders: 60 credit units or one (1) registration term; PhD holders: 120 credit units or two (2) registration terms. This must be availed within three (3) years after the effectivity of the programs/activities.
Credit units earned prior to renewal during initial implementation are: reckoned from date of registration—0 to 1st year: 0; 1st to 2nd year: 20; 2nd to 3rd year: 40; after 3rd year: 60.
It takes effect upon approval by the Commission and after fifteen (15) days following completion of its publication in the Official Gazette.
