It requires that every motor vehicle display in conspicuous places one number plate in front and one in the rear, kept clean and firmly affixed in a way that makes them entirely and always visible.
Violations include: (1) number plates not firmly attached and visible; (2) dirty and uncared for plates; and (3) inconspicuously displayed front and rear plates.
It is unlawful for the license plates to show different markings/identifiers than those appearing in the body of the alpha-numeric Public Utility Vehicles.
The transfer of MV plates (temporary or regular) and validating tags and/or stickers from one MV to another without permit from the B/L Transportation office (now LTO), except security number plates authorized vehicles, is punishable by a fine of at least P5,000 (more increased to P7,500) and/or imprisonment of six (6) months at the court’s discretion.
It penalizes illegal transfer of plates, tags, or stickers from one vehicle to another.
It prohibits making or using (or attempting to make or use) a driver’s license, badge certificate, number plate, tag, or permit in imitation/similitude of those issued, or falsely representing a license/plate/tag/permit as valid when delinquent, revoked, or suspended.
Dept. Order No. 93-693 enumerates violations relative to Sec. 31 including: (1) using tampered or marked plates; (2) using unauthorized improvised plates; and (3) using fake number plates/tags or stickers.
All motor vehicles must be registered, and no motor vehicle may be used or operated on any public highway unless properly registered for the current year.
It supplements Section 5a by penalizing operating a motor vehicle that is unregistered or with invalid/delinquent registration.
It reflects the government’s policy to apprehend motorists/drivers whose vehicles violate plate, tag, or sticker rules, based on the enumerated statutory and regulatory grounds in the memorandum.
It indicates the memorandum was officially adopted/effective on April 22, 2004, and signed by the Assistant Secretary, directing strict compliance by enforcement officers.
Improper display of motor vehicle permanent plates by the owner to accommodate a better display of commemorative/other plate is prohibited.
They include: (1) display/use of expired commemorative plates/other plates; and (2) violation of rules and regulations on the placement of commemorative plates.
It prohibits illegal transfer of commemorative plates without prior authority and illegal use of unauthorized commemorative plates without prior authority.
It directs enforcement officers and those concerned to cause the apprehension of motorists/drivers whose vehicles commit the specified plate/tag/sticker violations for more effective traffic law enforcement, with strict compliance.
