Effective immediately, the LTO establishes strict guidelines for apprehending motorists for violations related to motor vehicle number plates, tags, and stickers, enforcing penalties for improper display, illegal transfers, and use of counterfeit identifiers to uphold the "no plates, no travel" policy.

Section 18 mandates that every motor vehicle must display one number plate in front and one at the rear at all times. The plates must be kept clean, cared for, firmly affixed, and entirely visible.

Violations include number plates not firmly attached and visible, dirty and uncared for plates, and inconspicuously displayed front and rear plates.

They prohibit that the license plates on a public utility vehicle must match the identification displayed on the body of the vehicle, preventing discrepancies.

The fine is not less than Five Thousand pesos (P5,000), which may be increased to P7,500 and/or imprisonment of six months at the discretion of the court for illegal transfer without LTO permit.

It prohibits making, using, or attempting to make or use forged or imitation driver's licenses, badges, certificates, number plates, tags, or permits, or falsely representing such as valid.

Section 20 penalizes using tampered or marked plates; Section 27 penalizes using unauthorized improvised plates; Section 52 penalizes using fake number plates, tags, or stickers.

All motor vehicles must be registered properly for the current year before being used or operated on public highways.

Section 11 penalizes operation of motor vehicles that are unregistered, have invalid, or delinquent registrations.

Prohibited acts include improper display to accommodate commemorative plates, use of expired plates, violation of placement rules, illegal transfer, and unauthorized use without prior authority.

The policy is "no plates, no travel," meaning motor vehicles must have proper display of number plates, tags, and stickers to be allowed to travel.
