Donation is an act of liberality whereby a person, juridical entity, government or non-government organization disposes gratuitously of a thing or right in favor of the Philippine National Police (PNP), who accepts it.

The authority is vested in the following officers: Chief, PNP; Directors of D-Staff; Directors of NSUs; Regional Directors/District Directors; Provincial Directors/City Directors; Group Directors of Regional Mobile Group; Chiefs of Police; and Station Commanders of NCRPO.

A donation must always be executed through a Deed of Donation, where proper valuation of the donated property is determined for accounting and recording in the books of account of the recipient PNP unit.

Donations shall only be accepted if they benefit the PNP's goals; only accepted from legal or legitimate sources; properly documented through a deed of donation; and used exclusively for official PNP functions without special treatment or expectation of return from donors.

The donor must transfer the deed of donation, official receipt, and certificate of registration to the donee. The TMG assists in transfer of ownership and registration, certifying the vehicle is not carnapped. Donations must comply with PNP standard markings and specifications.

Donors must submit a request for Authority to Purchase prior to procurement. The Firearms and Explosives Division (FED) processes and issues registration certificates in the name of the donee after CPNP approval. Firearms ownership must remain with PNP and be used only for official functions, complying with NAPOLCOM resolutions.

The donor must execute a Deed of Donation before a Notary Public. Supporting documents include Transfer Certificate of Title, lot location plan certified by a Geodetic Engineer, current Tax Declaration, Real Estate Tax Receipt, and applicable local government resolutions. The property must be free from liens or encumbrances, and titling procedures vary depending on the land classification (registered or unregistered).

SAOs must ensure all goods or assets donated are recorded, documented, entered into the property book, and copies of the deed of donation with valuation are furnished to the accounting office. They must also submit budgetary requirements for maintenance and ensure reporting to higher headquarters.

Any violation will be investigated and, if warranted by evidence, appropriate criminal, civil, and administrative charges shall be filed against those responsible.

The PNP policy is to not give special treatment or expect anything in return to donors or anyone who facilitated the donation.
