It is granted by the President by virtue of the powers vested by the Constitution.
PD 923 continues the grant of citizenship process under PD 836 by granting citizenship to a second group of applicants and expressly amending PD 836 by adding a new provision (3-A).
Applicants were earlier screened and recommended by the Special Committee on Naturalization pursuant to Letter of Instruction No. 270.

PD 923 grants Philippine citizenship to the individuals whose names appear in Annex A of the decree.
They receive the same rights, privileges, duties, and obligations appurtenant to the grant, with the same effects and subject to the same conditions provided under PD 836.
It provides that the grant has the same effects and is subject to the same conditions as those under PD 836.
It inserts an additional paragraph, numbered 3-A, concerning furnishing copies of oaths of allegiance and certificates of naturalization of wives and minor children, and the resulting cancellation/issuance of documents by the Commission on Immigration and Deportation.
Copies of the oaths of allegiance of the wives and the certificates of naturalization of the wives and minor children.
The Commission on Immigration and Deportation shall cancel their certificates of registration as aliens.
While citizenship grant is to those in Annex A, Section 3-A specifically provides document-handling consequences for the wives and minor children of persons who acquire citizenship under the decree.
It shall take effect immediately.
