May 28, 2010
Executive Order No. 883 grants Career Service Officer rank to lawyers in the government executive service, recognizing their specialized qualifications and competence, and establishing a process for determining the appropriate rank level.

Q&A (EXECUTIVE ORDER NO. 883)

Executive Order No. 883 grants Career Executive Service Officer (CESO) rank to lawyers in the government executive service who have completed graduate law degrees and passed the bar examinations.

Officers and employees occupying legal positions in the government executive service who have obtained graduate degrees in law and successfully passed the bar examinations are entitled to the CESO rank.

The minimum CESO rank initially granted is CESO III or higher, depending on certain considerations.

The Career Executive Service Board (CESB) evaluates and recommends the appropriate CESO rank level upon recommendation of the Department or Agency Head concerned.

The position of the officer or employee in government, academic honors and distinctions received, and bar or board examination rating are considered.

No, the CESO rank granted under EO No. 883 vests upon compliance and does not prescribe.

Nothing in EO No. 883 shall be construed to defeat the security of tenure and other privileges or entitlements of government officers under existing laws and regulations.

EO 400 series of 1997 and EO 696 series of 1981, as amended by EO 771 series of 1982, grant CESO rank to personnel with graduate degrees like Masters in Public Safety Administration and Masters in National Security Administration.

RA No. 1080 recognizes the bar examinations as civil service examinations for appointment in the classified service, supporting EO 883's granting of CESO rank to those who have passed the bar.

CESB is created under the Integrated Reorganization Plan of the Executive Branch and prescribes entrance to the Career Executive Service as well as evaluates rank levels.
