PD 1644 aims to promote the rapid integrated development and growth of the coconut and other palm oils industry and to further rationalize the coconut oil milling industry by granting the Philippine Coconut Authority (PCA) additional powers over marketing and export of copra, coconut oil, and their by-products.
The PCA is granted full power and authority to regulate the marketing and export of copra, coconut oil, and their by-products in furtherance of the steps to rationalize the coconut oil milling industry.
The PCA must consult with and be guided by the recommendation of coconut farmers through corporations owned or controlled by them through the Coconut Industry Investment Fund and the private corporation authorized under Letter of Instructions No. 926.
The PCA may impose floor and/or ceiling prices for all exports of copra, coconut oil, and their by-products.
Section 2(b) authorizes the PCA to prescribe quality standards.
The PCA may establish maximum quantities for particular periods and particular markets.
The PCA may inspect and survey export shipments through an independent international superintendent or surveyor.
