In response to the Bureau of Customs' successful collection efforts, Executive Order No. 647 grants a salary adjustment to officials and employees, aligning their rates with other government agencies and promoting efficiency and professionalism.

The salary adjustment is justified by the Bureau's exceeding collection targets, the need to provide commensurate incentives to personnel for their efficiency, and the constitutional mandate to promote morale, integrity, loyalty, efficiency, and professionalism among government employees.

The Bureau of Customs exceeded the 1979 collection level by 8.26 percent or P899,749,824.59 in 1980.

The salary adjustment shall be drawn from the savings of the Bureau of Customs and/or the Salary Adjustment Fund in the CY 1981 General Appropriation Act.

The constitutional mandate calls for the adoption of measures to promote morale and the highest degree of responsibility, integrity, loyalty, efficiency, and professionalism among government officials and employees.

P.D. Nos. 689 and 985 recognize the Bureau of Customs as a special entity within the government performing a sensitive function, supporting the need to maintain the Bureau's salary competitiveness with other agencies.

Executive Order No. 594 establishes the policy of using the prevailing level of consumption in private industry as the basis for the compensation of government personnel.

The salary adjustment is effective from January 1, 1981.
