Republic Act No. 7883 is known as the 'Barangay Health Workers Benefits and Incentives Act of 1995,' which provides benefits and incentives to Barangay Health Workers, including the grant of civil service eligibility.

Accredited Barangay Health Workers who have rendered at least five (5) years of continuous and satisfactory service to the community and meet other requirements under the special eligibility program.

A second grade civil service eligibility appropriate for certain first level positions in the career service.

The resolution took effect 15 days after its publication in a newspaper of general circulation, following its promulgation on December 29, 1999.

They shall be given preference in hiring as health personnel by government agencies or institutions where they seek employment, provided they possess all qualifications and no disqualifications for the position.

Section 12 (2) of Book V of the Administrative Code of 1987 (Executive Order No. 292) authorizes the CSC to prescribe, amend, and enforce rules and regulations to carry out the provisions of the Civil Service Law and other pertinent laws.

They must have rendered at least five (5) years of continuous and satisfactory service as a Barangay Health Worker.

To promulgate and adopt implementing guidelines to ensure effective and uniform implementation of the grant of eligibility to qualified Barangay Health Workers and protect the integrity of the grant.

The resolution was signed and promulgated by Corazon Alma G. De Leon, Chairperson of the Civil Service Commission, along with Commissioners Thelma P. Gaminde and Jose F. Erestain, Jr.
